a player after locating his ball in a hazard attemped to get into position to hit by doing so he caused the ball to move after which he picked up the ball and went to the drop area and hit the ball to the green and refused to take a penalty was he right or not

Hi edrushie,

Both “bunkers” and “water hazards” are “hazards” within the Rules of Golf.  In the following answer, I assume that by “hazard” you mean water hazard or lateral water hazard.

If the player caused the ball to move, he incurred a penalty stroke under Rule 18-2a or 18-2b depending on whether he had taken his stance or not (grounding a club is irrelevant in a hazard - see the definition: addressing the ball) and was required to replace the ball.  However if he choose to use Rule 26-1 (the Water Hazard Rule) he does not need to replace the ball and could drop any ball outside the hazard according to Rule 26-1 and incur an additional one-stroke penalty (See Decision 20-3a/3).
