In order for OGA Member Clubs to administer the USGA Handicap System, a dedicated member of the club, appointed as the Handicap Chair, must attend our school for handicapping. The curriculum comes straight from the USGA Handicap System Manual, but the OGA Handicapping & Course Rating Department has added real-world stories, extra tips and tools—and plain language!
The USGA licenses and authorizes the Oregon Golf Association to administer the USGA Handicap System for the region. To fulfill our agreement with the USGA, we must ensure that each of our Member Clubs’ Handicap Chairs demonstrate solid knowledge of the System. Our program gets detailed policies and procedures of the System directly into the hands of the people who have the greatest impact on the integrity of OGA members’ Handicap Indexes – our Handicap Chairs.
Our Chairs work diligently (and put in a lot of hours!) on behalf of their clubs, the OGA and the USGA Handicap System.

As a reminder, a Type-1 Club is classified by the USGA Handicap System as a regular club which is based at a golf course, while a Type-2 Club is an Associate Club which is not affiliated with a specific golf course but whose members have some other type of relationship such as an employee, church or social group.
