About the Oregon Golf Association

The Oregon Golf Association (OGA) was formed in 1924 to conduct the Oregon Amateur golf championship which included both Men and Women.  The OGA is a 501(c) 6 non-profit amateur golf association governed by volunteer, amateur golfers who employ a full-time, professional staff of nine people.

Today, the OGA has evolved into a non-profit entity of more than 270 public and private clubs numbering approximately 50,000 members throughout Oregon and SW Washington.  The OGA is unique in that its membership is comprised of all demographics including Men, Women, Adults, Seniors, Juniors, Private and Public golfers.

Licensed by the United States Golf Association as guardian of the game of golf for this region, the OGA promotes enhancement and expansion of the game of golf by protecting the game’s integrity and valued traditions, as well as promoting opportunities for all that want to play by leading in the development of member and information services.

Subsidiary businesses include Oregon Junior Golf Fund, Inc. (OJGF), a 501(c)(3) not-for-profit charitable foundation and OGA Golf Course, Inc. (OGAGC).

OJGF oversees a nationally recognized junior golf program for over 1,100 youth in Oregon and SW Washington.  Each year, the Oregon Golf Association presents more than 60 days of competition and more than 6,000 rounds of competitive golf for Junior Golfers ranging in age from 8 through 17.  It also has developed one of the premiere regional junior golf competitions in the country, the Hogan Cup.  Hogan Cup alumni include tour players such as Bobby Clampett, Fred Couples, Joe Rassett, Jack Renner, Lennie Clements, Scott Simpson, Rick Fehr, Robert Gamez, Bill Sanders, Kirk Triplett, Jim Nelford, John Fought, Peter Jacobsen, Jeff Quinney, Casey Martin, Michael Putnam, Ricky Barnes, Jason Gore and Tiger Woods. 
 
The OGA is one of eight amateur golf associations in the country that owns and/or operates a for-profit public golf course.  More than 40,000 rounds of golf are played annually at the OGA Golf Course, located in Woodburn, Ore.

Oregon's Golf Economy Estimated at $1.2 Billion
Contributes More than 27,000 Jobs and a Total Economic Impact Over $2.5 Billion Annually

Oregon City, Ore. (October 20, 2010) -- Representing the Golf Alliance of Oregon (GAO), Barb Trammell, CEO of the Oregon Golf Association today unveiled the results of an economic impact study at Stone Creek Golf Club in Oregon City.  The research study was conducted on behalf of the Golf Alliance of Oregon, a consortium of the major trade and consumer golf associations.
 
"This was the first major undertaking of our alliance," noted Trammell.  "We came together because it is important that we address the issues that face our industry together and with one voice.
 
"With the region's economy showing few signs of recovery, the state searching for solutions to its budget mess, and concerns regarding the environment and sustainability, the GAO funded a study to quantify the impact golf has in our communities.  The study, conducted by SRI International of Menlo Park, Calif. was also funded in part by Golf 20/20, an initiative of the World Golf Foundation.
 
"In order to get the attention of decision-makers, it is important that we be able to quantify the contributions of our industry to those that may be affected," noted Trammell. "The continued health and growth of the golf industry has a direct bearing on future jobs, commerce, economic development, and tax revenues for a large number of Oregon's communities and industries," she added.
 
Dr. Peter Ryan, provided details on the project he led on behalf of SRI International and the World Golf Foundation.
 
"The importance of golf in Oregon extends beyond the golf facilities themselves. With $1.2 billion of direct economic activity in 2008, the sheer size of the game of golf makes it a major industry in its own right and a significant contributor to Oregon's economy," added Ryan.
 
"That makes Oregon's golf industry revenues comparable in size to other important industries here including paper manufacturing ($3.7 billion), software publishing ($1.4 billion), and even the greenhouse and nursery business ($0.9 billion).""In total, Oregon's golf industry generated an economic impact of $2.5 billion, supporting nearly 27,200 jobs with $703.6 million of wage income," said Ryan. 
 
"Golf is an essential component for many local charities and their fundraising efforts," added Trammell.  Charitable events hosted on Oregon's golf courses benefited local non-profit organizations with $28.5 million in charitable giving attributed to the game of golf. 
 
"Our industry, including golf course owners, club managers, and golf professionals, are happy to serve as access points for fundraising by local service organizations," said Trammell who also noted that golf is the only private-sector industry to provide free or significantly discounted fees to high school athletic programs.
 
Golfer supplies represented the largest golf industry segment (owing to Nike Golf's headquarters in Beaverton, Ore.) amounting to $464.6 million, followed by golf facility revenues totaling $361.7 million and golf-related hospitality and tourism at $221.8. 
 
Real Estate also is benefited by golf.  "In 2008, a tough economic year, golf-related residential construction contributed $62.2 million to the state economy, and a "golf premium" generated by sales of existing golf community homes was $11 million," noted Ryan.
 
Gregory T. Lyman, Environmental Programs Director for the Golf Course Superintendents Association of America discussed golf's focus on stewardship of the environment.
 
"Golf courses provide diverse habitats for a range of wildlife, and Oregon golf courses take their environmental stewardship seriously," said Lyman. "Your state should be proud that it leads the country in the number of Certified Audubon Cooperative Sanctuaries."  There are presently 19 golf course certified sanctuaries and Tetherow in Bend, Ore. is Bronze-level signature sanctuary.

ABOUT DR. PETER RYAN
Dr. Ryan has extensive experience directing research projects and development initiatives in the golf industry. As director of the initial golf economy studies with SRI and the World Golf Foundation, he has engaged in numerous projects estimating the national and state economic impacts of golf. He has also led many projects focused on professional education for the PGA of America, and the World Golf Foundation including apprentice education, certification, executive education and player development programs.

 

Dr. Ryan has presented on golf research and development programs at a number of venues including the World Scientific Congress of Golf, Golf 20/20 Annual Conferences, USGA conferences, PGA Section conferences, and The First Tee Annual Meetings. In his work, he has collaborated with hundreds of golf industry professionals, as well as leaders from the PGA, the LPGA, the PGA Tour, the GCSAA, the USGA, and many golf industry manufacturers and employers. Beyond the golf industry, Dr. Ryan has more than 25 years experience in research design, data analysis, statistical modeling, large-scale education program development, and project management on initiatives of national scope for commercial, not-for-profit, and government clients. He holds a Ph.D. from Stanford University. 

ABOUT GREG LYMAN
Greg Lyman has gained international respect for his work in enhancing golf’s relationship with the environment. His career has taken him from the golf course to the classroom to his current position of leading a national effort to galvanize the golf industry’s sustainability efforts.
 
He has served as the Environmental Programs Director for the Golf Course Superintendents Association of America since 2003, working with golf industry stakeholders, scientists and environmental groups as an advocate of positive environmental progress for the golf industry. He is a frequent speaker, panelist and source to media and legislative/regulatory bodies.   One of his chief projects has been a comprehensive national survey of golf courses to determine environmental stewardship; land use characteristics; pesticide and nutrient use; water conservation and energy use. This data has been used by individuals inside and outside of golf to define the nature of the industry.

His latest work has focused through the Environmental Institute for Golf and its collaboration on Golf’s Drive Toward Sustainability. The initiative is focused on providing golf facilities with a tool kit of resources to foster sustainable management

2010 Evans Scholars Recipients

As members of the Oregon Golf Association, a portion of your dues goes to fund the Evans Caddie Scholarship Fund.  In 2010, 9 scholars representing high schools throughout Oregon were recently awarded the Chick Evans Caddie Scholarship, a one-year full tuition and housing scholarship renewable for four years - a potential value exceeding $50,000 per scholar.  The program is administered by the Western Golf Association and supported locally by the Oregon Golf Association and the Pacific Northwest Golf Association. Oregon scholarship finalists were interviewed at a Selection Meeting held March 4 at Portland Golf Club.

There are four primary criteria for scholarship grants. (1) Candidates, who are nominated by their golf clubs, must have a strong caddie record, with a minimum of two years of outstanding service. (2) Candidates must have an excellent high school academic record, achieving above a B average in college preparatory classes. Applicants must also provide ACT college test scores to further determine academic potential. (3) Candidates must demonstrate significant financial need. Over the years, the Evans Scholars Foundation has assisted thousands of young people from families with very modest financial means. (4) Finally, letters of recommendation from club and high school officials attest to the applicant’s high moral character.   This year, 24 Oregon candidates were nominated by 6 courses with OGA Member Clubs. Those who were not finalists did not meet one or more of the above criteria.

The graduation rate for Evans Scholars (nationally) is 90 percent, far above the national average of under 50 percent for all students entering four-year colleges and universities.  The average GPA for an Evans Scholar is 3.22.  The average GPA for Evans Scholars currently attending Oregon is 3.38, and at Oregon State it is 3.21 -- for a cumulative average grade point of 3.298.  Congratulations to our scholars!

Presently there are 15 Evans Scholars attending the University of Oregon, 10 attending Oregon State and 1 attending the University of Washington who were recipients of scholarships.  The total Evans Alumni in the Pacific NW include Oregon (181), Oregon State (58), Washington (196) and Washington State (22).

The annual funds required to maintain the tuition, housing and administration of the $10 million annual program (the largest individually funded program in the nation) are generated from more than 35,000 WGA Par Club Members, 100,000 participants in the WGA Bag Tag program, alumni contributions, endowments and proceeds from the BMW Championship a PGA TOUR event.  Locally, additional funds are raised through an annual fundraiser and contributions from the Oregon Golf Assocaition as well as the Brian Henninger Foundation and Tournament Golf Foundation Inc, organizers of the LPGA Safeway Classic.

This year’s popular event will take place at Portland Golf Club on Monday, September 27, 2010. With the continued popularity of this annual event, we expect the field to fill quickly. Clubs are encouraged to field teams of individuals that will actively bid on the outstanding live auction items at the conclusion of play; it is through these auctions that the majority of funds benefiting our Evans Scholars are raised. You are also encouraged to send in your entry, with payment, by the registration deadline TBD to guarantee a spot for your team.  Entries returned without the entry fee paid in full will be placed in a hold status  until full payment is received.


ABOUT THE ASSOCIATIONS

The PNGA (Pacific Northwest Golf Association) is a 501(c) 3 charitable, international amateur golf association dedicated to preserving the true spirit of the game of golf and promoting activities beneficial to golfers in the Pacific Northwest region of North America. The WGA (Western Golf Association) was founded in 1899 by 11 Chicago-area golf clubs and is today supported by more than 500 member clubs in states throughout the nation. Its headquarters are in Golf, Ill., which also is home to the Glen View Club, host of the first Western Open and Western Amateur championships in 1899. The WGA also administers the Western Junior championship, the first such national competition in the history of American golf, as well as the BMW Championship, and oversees the prestigious Chick Evans Caddie Scholarships. 

The Evans Scholars Foundation, founded in 1930 when the first two Evans Scholars, Harold Fink and Jim McGinnis, attended Northwestern University, is among the nation’s largest privately funded college scholarship programs.  The Foundation, established by famed Chicago golfer Chick Evans, has provided college educations to nearly 9,000 caddies while making tuition scholarship payments totaling more than $100 million. 

More than 840 caddies annually attend college on Evans Scholarships. Most Evans Scholars attend one of the 14 universities where the Foundation owns and operates a Scholarship House. The scholarships are funded through contributions from more than 100,000 golfers, including 37,000 WGA Par Club members. All proceeds from the BMW Championship also benefit the Program.

Since its founding in 1899, the Western Golf Association has conducted more than 302 championships for professional and amateur golfers from throughout the United States and worldwide. The three WGA-sponsored tournaments have featured the nation’s top professional, amateur and junior golfers. It's trophies bear the names of golf's greatest names including: Chick Evans, Walter Hagen, Byron Nelson, Ben Hogan, Arnold Palmer, Jack Nicklaus, Tom Watson, Nick Price, Tiger Woods, Ben Crenshaw, Justin Leonard, Phil Mickelson, Curtis Strange, Hal Sutton, Lanny Wadkins, Tom Weiskopf, Scott Verplank, Jim Furyk, Fred Couples, Scott Hoch, Tom Lehman, Craig Stadler, Corey Pavin, and Bobby Clampett.

 

2009 Evans Scholars Recipients

(4) Finally, letters of recommendation from club and high school officials attest to the applicant’s high moral character.

The graduation rate for Evans Scholars (nationally) is 90 percent, far above the national average of under 50 percent for all students entering four-year colleges and universities.  The average GPA for an Evans Scholar is 3.22

The annual funds required to maintain the tuition, housing and administration of the $10 million annual program (the largest individually funded program in the nation) are generated from more than 35,000 WGA Par Club Members, 100,000 participants in the WGA Bag Tag program, alumni contributions, endowments and proceeds from the BMW Championship a PGA TOUR event.  Locally, additional funds are raised through an annual fundraiser and contributions from the Oregon Golf Assocaition as well as the Brian Henninger Foundation and Tournament Golf Foundation Inc, organizers of the LPGA Safeway Classic.

How to Join the OGA

The Oregon Golf Association's bylaws have established our 501(c)(6) membership organization as an association of member clubs. When you join an OGA Member Club, you can feel proud knowing that you have joined an alliance committed to safeguarding the integrity of the game, promoting fair play, preserving the game’s traditions and enhancing the playing environment for golfers.

All OGA Member Clubs are licensed by the Oregon Golf Association to provide USGA Handicap Indexes™ to their members.  A club is defined by the USGA Handicap System as any group of 10 or more golfers that operate under a set of bylaws that establish a handicapping policy, elect officers, form committees and play together on a regular basis.  The most important aspect of ensuring a bonafide and credible USGA Handicap Index is that your scores be subject to peer review by others that can attest to your play. 

You may join a Regular Club (one that is associated with a regulation golf course).  Regular clubs can be found at nearly all public, private and resort courses in Oregon and SW Washington.  You may also join an Associate Club.  Associate Clubs are not affiliated with any specific golf course but are often formed by golfers with some other relationship to one another.  For instance, we have social clubs, church groups, employee groups and even restaurants that have formed Associate Clubs.

OGA Programs & Services

Over the years, the Oregon Golf Association has expanded the number of areas in which it serves it's members. When a golfer joins an OGA Club, a portion of the dues that member pays is remitted to the OGA in order to fund a wide variety of activities that benefit golf in Oregon and Southwest Washington.

Here's Some of What We've Done . . . by the numbers in 2011!

  • OGA events were responsible for more than 11,000 rounds across the region providing a direct economic to nearly half of all facilities in the region totaling more than $570,000.
  • Provided free junior memberships at OGA Member Clubs with a value of over $70,000.
  • More than 1,500 golfers attended an OGA Rules event providing a service valued at more than $37,500.  
  • Provided free course measuring and rating services to more than 30 facilities, traveling more than 4,400 miles and making more than 71,000 obstacle measurements. Based on a fee of $2,000 per 9-holes charged to facilities without OGA Member Clubs, the value of this service exceeds $76,000.
  • Provide news and information services attracting more than 1 million pageviews from more than 350,000 visitors.
  • In-kind and cash payments made to 501(c)(3) charitable organizations totaled more than $130,000.

We take a leadership role with the five core organizations making up the Golf Alliance of Oregon (Oregon Chapter PGA of America, Oregon Club Managers Association, Oregon Golf Course Owners Association, Oregon Golf Course Superintendents Association, and the OGA).  In the past year we published "Oregon's Golf Economy" an economic impact study showing that golf has an economic impact of $2.5 billion and supports over 27,000 jobs.  The efforts of the Alliance have been recognized on the floor of the House of Representatives and on June 16, 2011, Governor Kitzhaber signed into law HB 3030  providing a tremendous boost to golf course bottom lines.

  • Official USGA Handicap Indexes - The OGA is the only association licensed by the USGA to provide official USGA Handicap Indexes to golfers in Oregon and SW Washington.  GHIN is a computation service offered by the USGA and is only available through authorized golf associations.  More than 3 million golfers and 60 golf associations use GHIN to compute handicap indexes for the members of clubs.

    • The GHIN Software Suite is provided to OGA Member Clubs.  This suite of software includes the following:
      • GHIN Handicap Program -- a posting station at golf courses
      • TPP -- the Tournament Pairing Program that helps tournament committees, league managers, adminstrators and golf professionals run successful events.
      • GHINCLUB.NET -- is a internet based interface to the GHIN Handicap Program that helps handicap and membership chairs manage club business anywhere!
      • eClubHouse -- a FREE web site for Member Clubs to post news, information, events as well as manage memberships.  It includes eCommerce capabilities for club to make joining even easier for golfers.  eClubhouse is integrated with both GHIN and TPP!
    • IGN - The international Golfers Network links handicap and score information for those members that are members of more than one association including several that are not on GHIN including Arizona, Utah and S. Nevada.  It also allows an OGA member to post their scores at the course played when they are visiting a non-GHIN association.
  • Course Rating and Measuring - The OGA is the only organization licensed by the USGA to analyze, measure and issue course and slope rating for all golf courses in the region.  Golf courses that host OGA Member Clubs are rated at least once every seven years.
  • Discounted Greens Fees at the OGA Golf Course in Woodburn, OR - All members of the OGA receive significant disounts on greens fees at this Association owned golf course.  Members also receive reciprocal discounted rates at the Home Course in Dupont, Wash. (owned and operated by the Pacific Northwest Golf Association and the Washington State Golf Association.)
  • Tournaments & Championships - The OGA conducts regional championships for players of all ages and playing abilities from the Net Championship to the Oregon Amateur.
  • Junior Golf Development - The OGA, through Oregon Junior Golf Fund, Inc., administers more than 60 event days of competition for junior golfers age 8-17.  Its an ideal developmental program for competitive junior golfers hoping to playing in high school and collegiate golf.
  • Evans Scholarship Program
  • The OGA provides informative educational programs and seminars on Rules, Pace of Play and Etiquette, and More!
  • We provide financial and promotional support to Turfgrass Research, Environmental Concerns, and provide Legislative Reviews on behalf of the golf industry.
  • We work closely with our allied associations inclduing the OPGA (Oregon Chapter of the PGA of America), OGCOA (Oregon Golf Course Owners Association), CMO (Club Managers of Oregon) and the OGCSA (Oregon Golf Course Superintendents Association) as well as the USGA, PNGA (Pacific Northwest Golf Association), WSGA (Washington State Golf Association), BCGA (British Columbia Golf Assocaition), IGA (Idaho Golf Association.

So You Want A USGA Handicap Index®

Whether you just want a means to measure your ability, or you need a way to measure yourself against your playing buddies so that you can take them on in fair and equitable games, you should consider getting a USGA Handicap Index®.  Even more important, if you're interested in playing in events hosted at various golf courses, you normally cannot even enter unless you have an official USGA Handicap Index®.

A USGA Handicap Index is more than just a number that is computed using a formula developed by the USGA.  It is a process that is governed by a set of Rules that complement the Rules of Golf®.  These Rules are known as the USGA Handicap System and the most important provision is that you must be a member of a club so that the process of "peer review" can take place. 

Caveat emptor is Latin for "Let the buyer beware."  If you want assurance that your are spending your money wisely, please know that a bona fide USGA Handicap Index is not something you can purchase on your own. You MUST be a member of a club that is licensed by the USGA or the State/Regional Golf Association.  

In Oregon and SW Washington, nearly 100% of the licensed clubs are OGA Member Clubs, and it is not uncommon for events not to accept a handicap index issued by a club that is not an OGA Member Club.  When you join an OGA Member Club, you can feel proud knowing that you have joined an alliance committed to safeguarding the integrity of the game, promoting fair play, preserving the game’s traditions and enhancing the playing environment for all golfers.

Clubs must meet some basic requirements in order to be licensed to issue a USGA Handicap Index.   For instance, USGA Handicap System requires a club to have at least 10 members who play together regularly, that the club elects officers and operates under a set of bylaws, and that the club establishes a written handicapping policy that ensures the club practices "peer review" so to keep everyone honest.

There are several other provisions a club must meet. You'll be pleased to learn that real estate – i.e., a golf course and/or a clubhouse – is not one of the requirements. You could join or form a club at a public course, at work, at your church, business or social group or or even form your own club just between friends.

The Evans Caddie Scholarship Program

REQUIREMENTS:

  • Be trained and certified as a caddie; caddie as much as possible (minimum of 25 loops a year) while being employed regularly a minimum of two years in golf related areas. Golf related includes employment in the pro shop, club storage or rack room, on the practice range, cart supervision, on the maintenance crew, or as a caddiemaster.
  • Have completed his/her junior year in high school and rank in the upper 25% of his/her class.
  • Demonstrate a financial need.
  • Have outstanding personal character, integrity, and leadership abilities. These qualities must have been proven through extracurricular, civic or community activities.

POLICIES:

  • Residents of Oregon must attend the University of Oregon or Oregon State University depending on curricula requirements.
  • An Evans Scholarship is a four-year scholarship, provided the Scholar maintains sufficient grades.
  • An Evans Scholarship covers tuition and housing (not meals). The foundation pays the full tuition charge directly to the university. A housing allowance is paid each quarter.
  • Residence on the college campus is required.

HOW TO APPLY:

  • Application forms may be obtained from the sponsoring Golf Professional at the course where the applicant has caddied and/or has been employed in golf related areas.
  • Applications must be submitted to the WGA, in Golf Illinois, as soon as possible, after July 1 but before November 1, following completion of the junior year in high school.
  • An applicant must submit, with his/her application, letters of recommendation from the following individuals from the club at which they caddied or have been employed: Club President, Professional, and any other club official who is familiar with an applicant's qualifications and background.
  • An applicant must have his/her high school submit a transcript of grades through the junior year.
  • An applicant must have his/her parents complete and return to the WGA the "Financial Aid Form" which will be sent to each applicant after the application has been received.
  • An applicant must arrange to take the Scholastic Aptitude Test (SAT) of the College Entrance Examination Board in spring of the junior year in high school or fall of the senior year. Applicants must request that scores be sent to Evans Scholars Foundation (code 0153), Golf, Illinois. 60029.

OGA Directors

OGA Directors are elected by their respective clubs to serve as liaison to the Golf Association and the Executive Committee. 

In addition to expressing club concerns to the OGA and voting on behalf of their club on important issues that come before the Board of Directors at annual and special meetings, they are also responsible for  relaying all information about OGA membership, events, championships and services to their members as well as the golf professionals and managers at their courses.

A club is defined by the USGA Handicap System as any group of 10 or more individuals that operate under a set of bylaws, elect officers and have a regular and reasonable opportunity to play golf together (among other things).  Each regular club (defined by the USGA Handicap System as TYPE 1 -- based at a regulation length green grass facility) must appoint a Director with no more than two Directors representing all clubs located at a particular facility.  The following are the Directors representing the various clubs located at those facilities in 2010.

2008 Evans Scholars Recipients

Eight scholars representing high schools throughout Oregon were recently awarded the Chick Evans Caddie Scholarship, a one-year full tuition and housing scholarship renewable for four years - a potential value exceeding $50,000 per scholar.  The program is administered by the Western Golf Association and supported locally by the Oregon Golf Association and the Pacific Northwest Golf Association. Oregon scholarship finalists were interviewed at a Selection Meeting held March 6 at Riverside Golf & Country Club.

There are four primary criteria for scholarship grants. (1) Candidates, who are nominated by their golf clubs, must have a strong caddie record, with a minimum of two years of outstanding service. (2) Candidates must have an excellent high school academic record, achieving above a B average in college preparatory classes. Applicants must also provide ACT college test scores to further determine academic potential. (3) Candidates must demonstrate significant financial need. Over the years, the Evans Scholars Foundation has assisted thousands of young people from families with very modest financial means. (4) Finally, letters of recommendation from club and high school officials attest to the applicant’s high moral character.

The graduation rate for Evans Scholars (nationally) is 90 percent, far above the national average of under 50 percent for all students entering four-year colleges and universities.  The average GPA for an Evans Scholar is 3.22

The annual funds required to maintain the tuition, housing and administration of the $10 million annual program (the largest individually funded program in the nation) are generated from more than 35,000 WGA Par Club Members, 100,000 participants in the WGA Bag Tag program, alumni contributions, endowments and proceeds from the BMW Championship a PGA TOUR event.  Locally, additional funds are raised through an annual fundraiser and contributions from the Oregon Golf Assocaition as well as the Brian Henninger Foundation and Tournament Golf Foundation Inc, organizers of the LPGA Safeway Classic.

The benefits are good, but our local course members are complaining about the increase in OGA dues.  Our members simply want a GHIN handicap.  You should keep the membership dues below $25 per year.

I remember on TV when a PGA tournament was rain and wind delayed this year when the announcers discussed that a ball moved by the wind had to be replaced.  The officials can’t get it right and TV commentators can’t get it right either.

What if:  after the penalty stroke, marking the ball on the green, and replacing it:  it moved again, and again into the hazard??

Question;  in ‘placing’ the ball after marking it;  can you press it down a bit to help it not move again???

I was above the hole on slick green.  After marking it and replacing it, the ball moved, much closer to the hole.  An official told me I had to replace it since I had marked, cleaned, replaced it;  I could only leave if not marked.  Incorrect?

If you have not yet addressed the ball (stance &
grounding club) and the ball moves on its own, even after replacing it, the ball must be played at the new location.  Pressing the ball into the green would be a two stroke penalty (Rule 13-2). Craig
